PESCO Duplicate Bill — What It Is and Why You Need One
A PESCO duplicate bill is an exact digital copy of the official bill issued for your electricity connection — generated from the same PITC billing system as the paper bill delivered to your home. It carries your reference number, meter readings, units consumed, taxes, payable amount and due date, exactly as printed.
There is no “duplicate” watermark and no difference in validity: banks, schools, government offices and landlords accept it everywhere the original is accepted.

How to Read Your PESCO Bill
Every PESCO bill follows the same layout. Here is what each section means:
- Reference No.
- Your 14-digit billing identifier, printed at the top. On newer bills it ends with a letter — U for urban, R for rural connections.
- Consumer ID
- A 10-digit account number printed next to the reference number. It stays the same month after month, even if your reference format changes.
- Billing month
- The month this bill covers, plus the bill date and the payment due date. Pay by the due date to avoid the surcharge.
- Meter readings
- Your previous and present meter readings. The difference between them is your consumption for the month.
- Units consumed (kWh)
- Total electricity used. Domestic tariffs rise in slabs — the more units, the higher the per-unit rate.
- FPA
- Fuel Price Adjustment — a variable charge that reflects changes in fuel costs since the base tariff was set. It can be positive or negative.
- Taxes & surcharges
- Government levies itemised on the bill, such as GST, income tax and financing-cost surcharges.
- Payable amounts
- Two figures: the amount within the due date and the higher amount after the due date, which includes the late-payment surcharge (10% of the billed amount, excluding government taxes).
- Arrears
- Any unpaid balance carried over from previous months. Clear it to avoid compounding surcharges.

Lost Your Reference Number?
You cannot look up a bill by name or CNIC alone — but recovering your number is straightforward:
- Call 118 (toll-free, 24/7). Give your name, CNIC number and address — the representative will read your reference number back to you.
- Send an SMS to 8118 with your complaint or request; PESCO responds with guidance for your connection.
- Visit a customer service center in your area with your original CNIC. Staff will retrieve your reference number and Consumer ID on the spot.

PESCO Peak Hours
Under Time-of-Use (ToU) metering, electricity consumed during peak hours is billed at a higher per-unit rate. Shifting heavy appliances — air conditioners, water pumps, irons, washing machines — outside these hours directly lowers your bill.

Peak-hour billing applies only to Time-of-Use (ToU) meters — typically three-phase and high-load connections. Standard domestic meters are billed on a single tariff whatever the time of day.

PESCO was incorporated in April 1998 after WAPDA’s unbundling. In January 2023 the federal government bifurcated PESCO — the two Hazara circles became the new HAZECO (Hazara Electric Supply Company, HQ Abbottabad), while PESCO kept six circles and operates under NEPRA regulation. If your bill is issued by a different DISCO, use that company’s checker instead.
PESCO Tariff Snapshot (Domestic)
Domestic (A-1) tariffs are set by NEPRA in slabs — the more units you consume, the higher the per-unit rate. Protected consumers (6-month average ≤ 200 units) pay subsidised rates; everyone else pays non-protected rates plus fixed charges.

Is a PESCO duplicate bill the same as the original?
Yes — 100%. A duplicate bill is generated from the same PITC billing system as the paper bill and carries identical information: reference number, consumer name, meter readings, units, taxes, payable amount and due date. PESCO does not mark it as a copy, and it is accepted everywhere the original is — banks, schools, passport offices and tenancy verification.
Is it free to check and download my PESCO bill?
Yes, completely free. PESCO charges nothing for online bill checks or duplicate downloads — you only pay the bill amount itself. Any website or person asking for money to show you your bill is a scam.
Can I check my PESCO bill by CNIC?
No. PESCO’s online billing system does not support bill lookup by CNIC number. To check your bill online you need either the 14-digit Reference Number or the 10-digit Consumer ID printed on any previous PESCO electricity bill. If you have lost your old bills, call 118 with your CNIC or visit your nearest PESCO customer service center to retrieve your reference number.
What is the difference between Reference Number and Consumer ID?
The Reference Number is a 14-digit code that identifies your specific billing record, including your batch and subdivision codes; newer bills add a letter at the end — U for urban, R for rural. The Consumer ID is a 10-digit account number that identifies your PESCO connection and never changes. Both numbers are printed on your electricity bill, and both work with the checker above.
What does the U/R letter at the end of my reference number mean?
On newer PESCO bills the 14-digit reference number is followed by a single letter: U for urban connections and R for rural ones. When using the checker above, type the 14 digits only and leave the letter off.
What is FPA on my PESCO bill?
FPA stands for Fuel Price Adjustment. It adjusts your bill for changes in fuel costs since the base tariff was set — it goes up when fuel prices rise and comes down (or turns negative) when they fall. It is approved by NEPRA and applies to all DISCOs, not just PESCO.
Do peak hours apply to my bill?
Only if you have a Time-of-Use (ToU) meter — typically three-phase or high-load connections. Standard domestic meters are billed on a single tariff regardless of the time of day. PESCO’s official peak schedule is quarterly: Dec–Feb 5–9 PM, Mar–May 6–10 PM, Jun–Aug 7–11 PM, and Sep–Nov 6–10 PM.
Which areas does PESCO serve?
PESCO (Peshawar Electric Supply Company) distributes electricity across Khyber Pakhtunkhwa — 21 districts from Peshawar to Chitral — serving over 3.74 million consumers. My bill shows a wrong meter reading. What should I do?
Contact your subdivision office (SDO/XEN) or call 118 to register a billing complaint — only PESCO can correct a reading. This checker displays the data already recorded in the billing system; it cannot change your meter reading or remove extra charges.
I never received my paper bill. Will I be charged extra?
Not if you act in time. Check your bill with the tool above before the due date and pay through Easypaisa, JazzCash, online banking, an ATM or a bank branch. After the due date, a late-payment surcharge of 10% (on the billed amount excluding government taxes) is added automatically.
Can I get my PESCO bill by SMS or email?
Yes. SMS your 14-digit reference number to 8334 for bill amount, due date and payment-confirmation alerts — a PESCO-specific service. You can also send complaints by SMS to 8118.
I am a tenant. Can I get bill SMS alerts?
Yes. PITC’s CNIC/Mobile registration portal (linked from pesco.com.pk) lets the property owner and the tenant both register their CNIC and mobile number against the connection’s 14-digit reference number — then the tenant also receives bill notifications.
What is the PESCO helpline number?

What are protected vs non-protected consumers?
If your average consumption over the last 6 billing cycles is 200 units or less, you are a protected consumer and pay subsidised per-unit rates. Cross that average and you become non-protected, paying higher slab rates plus monthly fixed charges. Your status is printed on the bill — keeping usage under 200 units is the single biggest lever on a domestic bill.
My Consumer ID is not working. What am I doing wrong?
Three common mistakes: typing the 14-digit reference number into the Consumer ID tab (switch tabs), adding spaces between digits, or using a number from a different DISCO’s bill. The Consumer ID is exactly 10 digits, printed next to the reference number on your PESCO bill.
